There is very little difference between sugar and high-glycemic carbohydrates on blood glucose levels.  It’s a typical half-way approach to solving the ongoing inflammation problem the country continues to face.  Furthermore, there seems to be no advice on the balance of protein, carbohydrate, and fat (especially omega-6 and saturated fats) to control inflammation and improve satiety.
