Insulin and fat burning

Q: Why can’t the body burn fat when insulin levels are not in the Zone?
 
A: If insulin levels are elevated, then it inhibits the hormone-sensitive lipase in the adipose tissue that is required for the release of stored fatty acids for energy. If insulin levels are too low, then the hormone-sensitive lipase releases too much stored fat into the bloodstream potentially increasing lipotoxicity.
